President/CEO - Peter C. Rogers, D.D., Ph.D Biography In 1990, Dr. Peter C. Rogers, D.D., Ph.D Co-Founder of The P.E.L.S.A Corporation,discovered that there was a definite lack of support for people in need of housing, support groups, clothing and food to help lessen the burdens of living clean .  Several years later he and his wife and Co-Founder Elsa Rogers, decided to seek funding in order to provide better living facilities that cater to the needs of individuals that are struggling to stay clean and become self-supporting. Through hard work and dedication, Peter was able to obtain a license in real estate where he quickly saw the opportunity to parlay his knowledge of the housing market into a viable solution to his endeavors.  It is for this purpose that Peter dedicates his time and energy to a cause well deserving of public interest and support.
